Android apps checked for what their updates actually did, not credited just for arriving on schedule.
Shipping a new version proves an app is still alive, not that it is still good. Quality APKs checks what actually changed: whether the interface picked up clutter, whether a feature that used to be free now sits behind a prompt, whether the app still runs the way it did when it earned its place.
An app keeps its place only while it runs without crashing, asks for nothing beyond what the job requires, and does not interrupt use with a prompt it has not earned. An update that adds any of those problems costs the app its listing, whatever else the developer has been doing right.
